OPTICAL ILLUSION OR MYSTERIOUS UFO

What would you think if you were driving and saw this cloud over Rochester? Too many in Moscow this was as if the movie "Independence Day"was coming to life over their head. I found this article from a UK paper the Sun, and they interviewed an UFO expert who described this cloud ring as a "true mystery" Other theories range from it being "proof" of Russian weather modification, an alien mother ship, or possibly a sign of the end of the world.

I will it is very unique and if we got phone calls or emails about this I wouldn't exactly know how to classify it but I would probably be on the side of what the Moscow weather bureau , "This is purely an optical effect, although it does look impressive."

Unless it happens again we may never know what it is but I do know that here in the U.S. cloud decks have been punctured by airplanes taking off and sometimes these planes leave holes in the clouds. This could have been a combination of that, or sinking air and the angle of the sun.
